Who can attend Regular Board meetings?

Regular Board meetings are open for the public to attend. In-person seating is limited, and advance registration is required. If you wish to attend a meeting as a guest, please email your request to hsilver@sd91.bc.ca.
The final in-person attendance list will be confirmed at 4:30 p.m. on the Friday before the meeting.

In-Camera Board meetings are closed to the public.

How can individuals or groups interact with the Board?

Regular Board meetings are meetings held in public that follow the rules & procedures for official meetings of an elected body. If individuals or groups wish to address the Board, please see the information in the section below on how to make a presentation to the Board. Presentations will be heard at the beginning of the meeting. The Board encourages and welcomes public attendance at Regular Board meetings; however, public input during the meeting is limited to the presenters listed on the agenda.

Members of the public may also ask a question during Question Period, which is held for up to 10 minutes at the end of the meeting. Questions must pertain to agenda items for the current meeting. The Board may provide a written response to any question(s).

How can individuals or groups make a presentation to the Board?

Community groups, parents, students, and stakeholders should contact Mrs. Darlene Turner, Secretary-Treasurer, at the School Board Office at 250-567-2284 at least 14 days prior to the meeting to request to make a presentation.

Presenters must complete the form below to submit their topic, name(s) of presenter(s), and any accompanying handouts or digital presentations that will be shared during their presentation at least 14 days prior to the meeting. When the presentation is scheduled, presenters will be advised of meeting arrangements and times.

Regular Board Meeting Delegation Application

As much as possible we provide timely opportunities for presenters to appear before the Board of Education, however, in the event that a presenter cannot be accommodated at the meeting they request, they will be scheduled to present the following month.

The Board will not allow presentations that contravene the Human Rights Code of British Columbia. In particular, presentations will not be allowed if they:

  • are likely to expose a person or group or class of persons to hatred or contempt (which includes statements exposing persons to detestation or vilification); or
  • if they promote discrimination or an intention to discriminate against a person or group or class of persons, because of the Indigenous identity, race, colour, ancestry, place of origin, religion, marital status, family status, physical or mental disability, sex, sexual orientation, gender identity or expression or age of that person, group or class of persons. 

Presenters should deliver clear and concise presentations, treat all participants with respect, and support their arguments with relevant information. Following these expectations will create a productive and respectful environment.

What are the rules of etiquette for the public while attending a Board Meeting?

We ask that members of the public joining a Board Meeting ensure the following:

  • Cell phone must be in silence mode
  • No signage may be brought into the meeting (placards or written slogans on clothing etc…)
  • If joining the meeting virtually, cameras must be turned off, unless requested by the Board Chair
  • Comments or remarks from the public during the regular meeting are not permitted unless directed by the Board Chair
  • If asking a question during Question Period, please raise your hand and wait for the Board Chair to call on you

In Public Board of Education meetings, all attendees, including the audience and presenters, are expected to behave respectfully. Audience members should listen attentively, avoid disruptions, and show respect to everyone present. Everyone needs to follow the established procedures and refrain from personal attacks or derogatory language. 

Are decisions made at the time of the presentation?

Trustees may wish to ask clarifying questions following the presentation; however, the Board will not be in a position to provide a decision or formal response at the time of the meeting. The Board must ensure all relevant information is received and given the necessary time to make a thoughtful and informed decision. Upon request, the Board may provide a written response to the presenter(s).
